Parker Bond provides public finance tax services exclusively. Within that realm, however, we think you’ll find our offerings to be comprehensive. Without intending to be an exhaustive listing, we have experience with all of the following.
- All aspects of arbitrage rebate calculations – obviously, the “volume leader” of our service line
- Yield restriction calculations and analysis, including both yield reduction payments (“YRP”) and situations not eligible for YRP, where a more “mechanical” restriction process is required
- “Universal cap” analysis
- Accounting allocations, often made necessary when funds are commingled
- Coordinating with bond counsel, where their involvement is appropriate
- Strategically analyzing arbitrage circumstances, such as advising how a certain series of longer-term investments can be expected to “accrue” liability from time to time and ways to deal with that fact pattern in the most beneficial way
- Preparing Form 8038-T for making arbitrage payments
- Preparing Form 8038-R for making claims for refund of arbitrage overpayments
- Assisting with Internal Revenue Service examinations (commonly called “audits”)
- Assisting with the IRS’s Voluntary Closing Agreement Program (“VCAP”), in circumstances where the issuer discovers it has inadvertently made tax law violations
- Assisting with responses to the “compliance check” questionnaires that the IRS has been favoring in recent years
- Private business use studies – potentially applicable to all kinds of tax-exempt bonds, but perhaps most often undertaken by 501(c)(3) entities
- Preparing or assisting with the preparation of Schedule K of Form 990

Customized, Reasonable Fee Structure:
Each bond issue is different and is priced based on the complexity and size of each issue. We will work with you to determine the best reporting frequency for your particular situation. Some issuers need annual calculations, but others don’t. We will provide the calculation frequency that best serves your needs.
